Citadel - Restricted Research Computing Environment

What is Citadel?

Citadel is the CHPC operated Restricted Research Computing Environment.

Currently, Citadel is configured as a CMMC 2.0 Level 2 environment to support research projects  involving Controlled Unclassified Information (CUI) and/or Federal Contract Information (FCI). 

Over time, the environment will be expanded/modified to meet the requirements of other types of restricted research.  Please note that for research involving Protected Health Information (PHI), we have the Protected Environment.

What is CMMC?

CMMC is the Cybersecurity Maturity Model Certification program established by the US Department of Defense (DoD) to standardize the security practices and procedures to protect sensitive information shared by DoD to contractors and subcontractors, specifically Federal Contract Information (FCI) and Controlled Unclassified Information (CUI), to ensure that the contractors and subcontractors are meeting the cybersecurity requirements needed to handle this information. The  Citadel Enclave is CMMC 2.0 Level 2  which has 110 security controls that are aligned with the NIST SP 800-171 standards.

The environment is needed if the DoD contract includes any of the following Defense Federal Acquisition Regulations (DFARS) clauses that implement CMMC:

  • DFARS 252.204-7012, ‘Safeguarding Covered Defense Information and Cyber Incident Reporting’
  • DFARS 252.204-7019, ‘Notice of NIST SP 800-171 DoD Assessment Requirements’
  • DFARS 252.204-7020, ‘NIST SP 800-171 DoD Assessment Requirements’
  • DFARS 252.204-7021, ‘Cybersecurity Maturity Model Certification Requirements’ (through 9/30/2025)

 

Acceptable Use of Citadel

The Citadel environment is a  CMMC 2.0 (Cybersecurity Maturity Model Certification) environment suitable for  projects involving Controlled Unclassified Information (CUI) and/or Federal Contract Information (FCI) . 

When you login to this environment you are acknowledging that you understand and consent to the following terms:

* This system may contain data restricted by law, including CUI (Controlled Unclassified Information) with specific requirements imposed by the Department of Defense; 

* Use of the information system may be subject to other specified requirements associated with certain types of CUI such as Export Controlled information; 

* This systems is for authorized use only, as defined in the scope of the project for which access was granted.  Any changes to the scope of the project must be submitted and approved before any work proceeds;

* Unauthorized use is prohibited and subject to criminal,  civil, and/or other proceedings or penalties; 

* Use of this system may be monitored or recorded, and is subject to audit;  

*  You have no expectation of privacy regarding any communications or data transiting or stored on this information system; communications and data are routinely monitored for authorized purposes including, but not limited to vulnerability testing, communications monitoring, network operations and personnel misconduct investigations.

* Any communications or data transiting or stored on this information system may be disclosed or used in accordance with federal law or regulation. 

*You will abide by any additional restrictions and/or terms listed in the Citadel System Security Plan as well as by terms in any project specific Technology Control Plan.

Description of  Citadel  Enclave

The initial Citadel Enclave consists of two user gateway systems:

  • lingate.citadel.chpc.utah.edu -- Linux gateway box
  • wingate.citadel.chpc.utah.edu -- Windows gateway box

Behind the two gateway boxes there is a Virtual Machine Farm on which CHPC, working with the PI and researchers of any restricted research project, will provision a virtual environment for that project.
